For Assessment 6, you will submit a proposal offering a new policy to help solve one or more of the following questions. You will outline your health policy proposal in more detail in Assessment 3.

To prepare for Assessment 2, choose one of the questions below:

  • What tensions exist between protection of public health and protection of individual rights?
  • How should scarce resources be allocated and used?
  • What should the balance be between expenditures and quality of life in the case of chronic and terminal illness?
  • What are appropriate limits on using expensive medical technology?
  • What obligations do health care insurers and providers have in meeting the right to know of patients as consumers?
  • What responsibility exists for the young to finance health care for older persons?
  • What obligation exists for government to protect the most vulnerable sectors of society?


After choosing your topic question or questions from the list above, complete the following for your health policy proposal:

  • Introduce the topic of your proposed new health policy.
  • Develop a problem statement for the proposed topic that introduces various perspectives and identifies gaps that exist.
  • Develop a rationale that addresses why the selected issue is important, why the new policy is needed, and what the proposed objectives are for the new policy.
  • Provide an overview of the theoretical and practical support for your proposed policy.

As you complete the assessments in this course, collect information to add to a literature review describing the theories underlying your proposed policy development.

  • “Consumer Price Index.”


  • Length: Paper must be 1–2 pages typed and double-spaced, using Times New Roman, 12-point content (length excludes title page, abstract, table of contents, and reference list).
  • References: Cite at least two references. Your references may include both scholarly literature and practitioner sources.
  • Written communication: Writing must be free of errors, scholarly, and consistent with expectations for business professionals.
  • Writing style: APA expectations for scholarly writing include the use of third-person narrative, unless it is awkward to do so.
  • APA formatting: Writing must be formatted according to APA (6th edition) style and formatting and include a title page, abstract, table of contents, and reference list.
